Let us remember, then, in the first place, that political institutions (however the proposition may be at times ignored) are the work of men–owe their origin and their whole existence to human will. Men did not wake on a summer morning and find them sprung up. Neither do they resemble trees, which, once planted, "are aye growing" while men "are sleeping." In every stage of their existence they are made what they are by human voluntary agency. Like all things, therefore, which are made by men, they may be either well or ill made; judgment and skill may have been exercised in their production, or the reverse of these. And again, if a people have omitted, or from outward pressure have not had it in their power to give themselves a constitution by the tentative process of applying a corrective to each evil as it arose, or as the sufferers gained strength to resist it, this retardation of political progress is no doubt a great disadvantage to them, but it does not prove that what has been found good for others would not have been good also for them, and will not be so still when they think fit to adopt it.

On the other hand, it is also to be borne in mind that political machinery does not act of itself. As it is first made, so it has to be worked, by men, and even by ordinary men. It needs, not their simple acquiescence, but their active participation; and must be adjusted to the capacities and qualities of such men as are available. This implies three conditions. The people for whom the form of government is intended must be willing to accept it, or, at least not so unwilling as to oppose an insurmountable obstacle to its establishment. They must be willing and able to do what is necessary to keep it standing. And they must be willing and able to do what it requires of them to enable it to fulfill its purposes. The word "do" is to be understood as including forbearances as well as acts. They must be capable of fulfill ing the conditions of action and the conditions of self-restraint, which are necessary either for keeping the established polity in existence, or for enabling it to achieve the ends, its conduciveness to which forms its recommendation.

In its narrowest acceptation, Order means Obedience. A government is said to preserve order if it succeeds in getting itself obeyed. But there are different degrees of obedience, and it is not every degree that is commendable. Only an unmitigated despotism demands that the individual citizen shall obey unconditionally every mandate of persons in authority. We must at least limit the definition to such mandates as are general, and issued in the deliberate form of laws. Order, thus understood, expresses, doubtless, an indispensable attribute of government. Those who are unable to make their ordinances obeyed, can not be said to govern. But, though a necessary condition, this is not the object of government. That it should make itself obeyed is requisite, in order that it may accomplish some other purpose. We are still to seek what is this other purpose, which government ought to fulfill abstractedly from the idea of improvement, and which has to be fulfilled in every society, whether stationary or progressive.

In a sense somewhat more enlarged, Order means the preservation of peace by the cessation of private violence. Order is said to exist where the people of the country have, as a general rule, ceased to prosecute their quarrels by private force, and acquired the habit of referring the decision of their disputes and the redress of their injuries to the public authorities. But in this larger use of the term, as well as in the former narrow one, Order expresses rather one of the conditions of government, than either its purpose or the criterion of its excellence; for the habit may be well established of submitting to the government, and referring all disputed matters to its authority, and yet the manner in which the government deals with those disputed matters, and with the other things about which it concerns itself, may differ by the whole interval which divides the best from the worst possible.

I am developing a non-partisan website that quantifies the customer service value of elected officials. The blog/site is, in essence, premised on this: "As a taxpayer, some of my money is going toward my representative's salary. As one of their constituents, I should receive decent "customer service" from their staff, and the representative should have materials available to constituents as required, and whenever requested."

The point of the site is to send a messege to our elected officials that constituents come first, and to drive home the messege that if our representatives are not doing what their constitutents want, voters will vote them out. I think people from both sides of the aisle can understand this sentiment.

How accurate is Rate My Rep? Thanks for asking. RateMyRep surveys are based on the House Ethics Code of Conduct. This outlines the code of conduct for each elected representative, or government official.

I did some digging on Lloyd Doggett. GovTrack has an interesting report on Lloyd that you can find here. GovTrack offers a snapshot of Lloyd Doggett's performance in office. Most of his stats were average.

Dead Bills	40 Bills Still in Committee	Very Poor
The raw number of sponsored bills that have yet to come to a vote, since 1999.

Many of these dead bills have had to do with Social Security coverage enhancement/alteration, and amendments to the IRS code to end abuse of tax shelters and push for fair and open reporting.

Congressman Lloyd Doggett's Rate My Rep report, as completed by a constituent of his, rates him very well across all 10 markers of performance in the House Ethics Code of Conduct.

The reviewer who completed Mr Doggett's RateMyRep report did a good and fair job.

Over the next week, I will cross-reference other representatives with GovTrack and VoteSmart. I'm confident other RateMyRep Surveys will prove just as accurate.

To be sure, I am going to mail a copy of each representative's Rate My Rep report to their office for their own reference. It's kind of like receiving a school report card. Only, not.

Most nerds, born circa 1984, in college with me now are more interested in what kinds of new programs they can write, new cracks they can devise, and how to make the online experience better with the latest technology. Mobile computing has made us more mobile, increased our ability to be social, and yet, not accomplished these results in the non-virtual world.

Cypress and I are going to LA to volunteer. We're asking for sponsors to assist us, to make our journey slightly more interesting, and take our messege of community service to teens to let them know, "Hey, there's more fun to be had serving your community!" I'm sure we're much more down to earth than Hillary Duff, Paris Hilton, and the Olsen Twins.

Reality TV isn't as fun as Real Reality.

RateMyRep: a function of our Constitutional Right

Because most will not read this small comment, I will copy it here for your review, as it forms the basis for this blog.

"Bloomberg isn't a rep. and the questions are slanted .. Because a rep has been accused of something doesn't mean that he's guilty or that he has a morality defect.
Newt Gingrich is a clasic example, whether one likes him or not. He was driven out because of scandels and accusations. Time, courts and evidence have since proven that he was inscrutable in his dealings.

I don't believe that the survey gives an accurate picture of a congressman, at leat of my rep. Ron Paul. He scores very well in all the criteria of the survey, However he does have some weaknesses that aren't addressed by the survey. Such as:
Effectiveness.

The point of Rate My Rep is not to measure effectiveness at all. It is to measure how well they conduct themselves as elected officials.

Also, Liberty (the commentor), notes that, 'Because a rep has been accused of something doesn't mean that he's guilty or that he has a morality defect.' The RateMyRep survey focuses solely on the ability of the elected representative's ability to perform and make decisions that are consistent with the Code of Ethics for Government Service. Perhaps if a particular elected official does not perform within the Code of Ethics, they have no moral defect. However, if an elected official is not performing within the Code of Ethics, that elected official is not serving their constituency within the method their duties to server commit them to, and therefore is not worthy of public office.

Such a person may not have a moral defect. Such an individual may simply be guilty of breaking their contract with their constituency. Whether such an action is indicative of 'moral defectiveness' or not is an individual decision. Morality is a personal choice. Elected office is an individual's committment to serve those that they represent. In that contract, their actions are not subject to moral judgement to the degree that their actions are monitored by the rule of law, precedent, and the Constitution, which that individual has sworn to uphold.

Regarding the Commentor's use of the word 'inscrutible,' in relation to his example of Newt Gingrich; Newt very well may have been a casualty of public opinion. Such may be the case. If it were, it is a shame that an innocent man lost his opportunity to serve the public. What good fortune that we have created an opportunity for someone else to aspire to the same!

The purpose of RateMyRep is to drive home the point to all elected officials that they are public servants. As a servant of their constituency, they must work together and on behalf of their constituents. When a legislator, mayor, or councilmember fails to act within the Code of Conduct, they have broken their contract with me, a voter.

RateMyRep is an extension and example of our fundamental rights as American citizens and participants in government.

What Rate My Rep Represents!

My plan is to develop this blog into a non-partisan website that quantifies the customer service value of elected officials. THe site is, in essence, premised on this: "As a taxpayer, some of my money is going toward my representative's salary. As one of their constituents, I should receive decent "customer service" from their staff, and the representative should have materials available to constituents as required, and whenever requested."

The point of the site is to send a messege to our elected officials that constituents come first, and to drive home the messege that if our representatives are not doing what their constitutents want, voters will vote them out. I think people from both sides of the aisle can understand this sentiment.

What do you think? I'm in the process of getting a list of things that every elected official should have available in the office for constituents. I want the survey to be about 20-25 questions long, and to feature items that are objectively quantifyable (for example, Yes/No/NA questions). The final 5 questions on each survey will be narrative response to subjective questions of opinion. If you have any suggestions, leave a comment!

Drinking Games to Play with Mr Bush

While watching CSPAN 3 days ago, my boyfriend and I created a new drinking game, for the politically conscious, collegiate partygoer.

What's it called? "Bombed to Bush"

How do you play it? During any President Bush speech, pick any 7 of Bush's buzz-words and write them down. Everytime Bush says one of those buzzwords, take a shot. References to Dick Cheney, or Karl Rove get 2 shots. Limit 3 drinks per buzzword. Here's our list of words from last night:

Freedom 3

Victory 1
Iraq

If Bush says 3 or more of these words in the same sentence, take 4 shots.
